James Miller, Civil Engineer from Miller Engineering, represented the Applicant and submitted the green abutter cards to the Commission.
Mr. Miller presented a color-coded Proposed Sewage Disposal System Plan, dated 11/20/03 to the Commission.
The delineation of the 50' No Build Line, 100' Buffer Zone and the 125' wetland setback requirement for the septic system are all marked on the Revised Plan.

To the left side of the proposed project there is drainage easement with a small retention basin with an access off the roadway.

John Rhoads, Senior Project Manager from Norwood Engineering, represented Sampson Home Builders, Inc., and submitted the green abutter cards to the Commission.
The Applicant, Stephen David, appeared before the Commission.
Mr. Rhoads presented Board of Health Plan dated 12/28/03 to the Commission.
The Proposed project is for a 3-bedroom home on a 17.66-acre parcel owned by Mrs. Drake.
Two septic systems are proposed for the project. The primary location of the septic is on the west side of the property; the reserve area for the septic is on the east side of the property. The Board of Health is currently reviewing the septic Plans. An old garage and an old barn on the property are proposed to be removed.
Peg requested that the structures be removed before the start of the proposed project construction so
that the limit of work line can be moved closer to the 100' Buffer Zone.
Mr. Rhoads stated that the lawn area within 50' of the wetland line would be restored with a wildflower seed mix.
The remainder of the parcel would be dealt with either by a Conservation Restriction or Town Ownership of the parcel. (Approximately 16.85 acres)
The Commission requested that Norwood Engineering submit a letter to the ZBA requesting a waiver on the 90% high and dry requirement.
Peg called for a motion to continue the Hearing until February 12, 2004, at 7:45 p.m.

Rattlesnake Hill Update
Peg informed the Commission that the ZBA has limited the proposed 40B development to 120 housing units.
The ZBA reduced the number of housing units due to concerns regarding fire safety, wetlands, and wastewater disposal.
Wluka Negotiations - 155 Mansfield Street Property
Greg notified the Commission that the Trust For Public Land has reviewed some financial figures based on Wluka's proposal and found that Wluka has not owned the land long enough to be considered for a straight donation. The Trust for Public Land speculates that a deal of two houses plus some cash might be conceivable.
